Policy and Strategy

It is helpful to distinguish between policy and strategy.

A play policy establishes the values, understandings, principles, objectives and criteria that will underpin and inform action on the ground.

A play strategy establishes the priorities and actions required to fulfil the play policy in particular situations. From Playlink's perspective, a play strategy without a play policy is like a house without foundations.

I have worked with Playlink over every stage of writing, implementing and reviewing play policies and strategies over six years. A combination of experience, and insightful and clear thinking has contributed hugely to a shift in attitudes towards play, in the two local authorities I have worked in and nationally.

Creating a play policy is foundational work - a good process tackles the knotty problems that affect play provision, and creates the context for developing a widely shared, informed consensus on often contentious issues.

A good policy development process engages and challenges - much is learned, though little is taught.

Both the play policy and strategy take account of other strategies and plans. Of equal importance, other strategies and plans must take account of a play policy and strategy. Achieving this is as much about the 'politics' of a situation as a technical act.
